Former Flying Eagles Coach, John Obuh Takes over IfeanyiUba FC
Former Flying Eagles Coach, John Obuh, has been announced as new head coach of Glo Premier League side Ifeanyi Ubah FC and he will be assisted by German Jurgen Presse.
Both men worked together at the 2013 FIFA Under-20 World Cup in Turkey, where Nigeria reached the knockout rounds.
Obuh who has been without a club since he parted ways with Enugu Rangers last season is taking over the Nnewi club from Bulgarian Mitko Dobrev. The Bulgarian guided the club to the top bracket of the Nigeria league.
Obuh’s appointment was announced to the players by the club proprietor himself after the team’s home defeat to visiting Wikki Tourists last Sunday. That defeat is believed to be the Bulgarian coach’s final straw that broke the camel’s back.
Expectations were high they will beat the Bauchi club to climb to the top of the league, but with the club owner watching from the stands after promising a hefty N500,000 bonus for every goal scored by his wards, “the new Chelsea” of Nigerian football crashed in front of their home fans.
FC Ifeanyiubah is currently in fifth position in the top flight.

UMEH Vs Uche Ekwunife: Tribunal adjourns
National Assembly Elections Tribunal update for Anambra Central Senatorial Zone, Chief Victor Umeh against the Independent National Electoral Commission (INEC), Senator Uche Ekwunife and three others, adjourned hearing of the case today, June 23.
Chairman of the tribunal, Justice Nayai Aganaba adjourned the case on the grounds that the counsel to one of the respondents was unavoidably absent.
Addressing the counsels to the various parties involved in the case, Justice Aganaba cautioned them to avoid acts that would delay proceedings on the petitions before the tribunal.
He made it clear that the tribunal would not at this stage entertain applications that would challenge paragraphs on hearing the merits of the substantiative petitions.
He urged them to agree on the number of witnesses to present, number of days for cross-exmination of witnesses, time limit for cross examination and presentation of documents to be admitted.
Counsel representing the petitioner (Chief Victor Umeh), Patrick Ikwuoto (SAN), told the tribunal that he would present 10 witnesses to testify before it as well as invite a witness from INEC.
He further stated that he would tender 11 sets of documents before the tribunal.
The petitioner, Chief Victor Umeh had in suit no EPT/Awk/s/16/2015, prayed the tribunal to declare him winner of the Anambra Central Senatorial election in the last National Assembly Election.

I guess you have heard the word "ugly" before, but may never have seen it this ugly. The title does suit. But this 47 years old who suffers from a rare and yet to diagnose medical condition, is not about to let you have your way by making him feel less of a human. Infact he is one of the hottest guys in Uganda.
Mr. Baguma married wife Kate Namanda, 30, in 2013 and the couple have just welcomed a new baby girl into their family.
In 2002 he entered a contest to find the African nation's ugliest man due to financial difficulties.
Mr. Baguma has had six children with his wife and also has two kids from a previous marriage.
Speaking of how the pair fell in love he said: "I stayed with her for four years before her people knew where she was.
"I didn't want them to see me until we had a child because they would definitely advise her to leave me.
"She left me when she was six months pregnant but I think she later accepted her fate because she came back two months later.
"I told her that I didn't choose to look the way I do and that if she feels I am a burden, she is free to leave me."
Mr. Baguma is known as Sebabi, which means "ugliest of them all". he is a former cobbler.
He now uses his fame to earn a living and even charged people to attend his wedding.
His wife told KFM: "Once you find a man you think is right for you, do not listen to what other people say. Follow your heart. Money and physical appearance should not be an issue."
Mr. Baguma has now embarked on a career in comedy and music.

Buhari Appoints Nyesom Wike Member Of National Salary Committee
Against the backdrop of possible face-off with President Mohammedu Buhari, the Rivers State Governor, Nyesom Wike, has been appointed into the National Salary Committee by the President.The Rivers State governor was in Abuja for a meeting with President Buhari alongside other governors for an undisclosed discussion.
Although details of the president’s meeting with the governors are being awaited, it was confirmed that Wike was appointed by the president as a member of the committee to look into the issue of salaries’ in the country.
The meeting with the governors took place in the Presidential Villa today shortly after President Buhari and his Vice, Yemi Osinbajo, relocated to the Villa for the first time since they were both sworn-in on May 29.

Ex-minister faults Buhari on empty treasury, says Jonathan left about $30bn
The immediate past Minister/Deputy Chairman National Planning Commission (NPC) Dr. Abubakar Olanrewaju Sulaiman, Tuesday faulted claims by President Muhammadu Buhari that his administration met an empty treasury.
Suleiman said the former administration as at May 29 left behind the sum of US$2billion, adding that the sum would have been higher if not the governors insistence on sharing the fund.
He warned that the former President, Dr. Goodluck Jonathan must not be criminalized and painted a plunderer and looter of the nation’s treasury before the generality of Nigerians.
The clarification was in response to the President’s statement during an interactive session with journalists in Abuja, where he was quoted to have said that his government met “virtually an empty treasury.”
President Buhari reportedly said that it was adding a disgrace that Nigeria cannot pay salaries of its workforce.
Expressing his dismay over the President’s statement, Sulaiman in a statement in Abuja described the report as “unscientific and unfair”, stressing that the immediate past administration “left behind close to US$30billion.”
He said, “Government can’t tell us that there is no Excess Crude Account(ECA), Sovereign Wealth Fund(SWF) or are we saying the Federal Inland Revenue Service(FIR) and related agencies had not in the last one month been generating revenue?
“Until they are able to prove they had no receipts from these government agencies in the last one month before Nigerians can now buy into Mr. President’s claims of an empty treasury.”
He recalled that under the Jonathan’s administration, Nigeria was rated the largest economy in Africa and 26th largest in the world, querying how come such a government would leave behind an empty treasury.
He said”Money made by government is meant to be spent, and this the immediate past administration did responsibly. Every government, even in the so-called western world, including the US which today remains one of the largest debtor nations in the world, government operates on deficit.
“Is it not on record that President Obama inherited US$3 triillion debt, a collapsed banking sector and mortgage industry, yet he never raised any alarm. None of these has happened in Nigeria under Jonathan.
“Under Jonathan, Nigeria became the largest Africa economy and 26th in the world amidst deadly security challenges and dwindling international prices of oil. In spite of all these, the FG never owed salary.
“Upon inception of Jonathan’s administration, it is on record that the price of oil at the global stage was over 100 dollars per barrel and at the close of the administration, it dropped to 46dollars. Yet, there wasn’t collapse of government and federal civil servants were paid as at when due.
“It will be misleading therefore for our respected President Muhammadu Buhari and indeed the ruling APC to claim to have met an empty treasury.”
He further reminded the new government that “aspiration to governance is a call of meeting and confronting challenges headlong. So, we urge the APC-led government to hit the ground running as promised Nigerians by confronting the challenges.
“We are not in doubt of the capability of Mr. President to do it. He should therefore get to business, put in place structures and personnel to redeem the pledges made to the Nigeria.”

MEND threatens renewed hostilities over high lawmaker's salaries
Movement for the Emancipation of the Niger Delta, MEND, has warned that it would resume hostilities if the 8th National Assembly failed to check the high salaries and allowances allotted to lawmakers at the detriment of other Nigerians.
Spokesperson of the group, Jomo Gbomo, in a statement, said:
“We have observed with disgust, the brazen disregard for the feelings of the change-seeking masses by very selfish members of the eighth National Assembly.
“If the lawmakers refuse to make the necessary adjustments needed to accommodate the needs of the masses and the Niger Delta region, it may lead to the resumption of hostilities and Nigerians should hold the eighth National Assembly responsible should that happen. Enough is enough.
“These wicked individuals appropriate to themselves huge and absurd salaries and allowances at the expense of the millions of hapless Nigerians who have not been paid for months their salaries, pensions and other due benefits they deserve.
“The Niger Delta region where the bulk of revenue that sustains the nation comes from, continues to suffer neglect, environmental degradation and lack, made worse by the very corrupt and visionless past government and its cronies, some of who still shamelessly parade themselves on national television and other media platforms as Niger Delta activists.”

SURPRISE: ‘remains’ of a missing son found in trunk of mother's car
The remains of 12 year old Quincy Jamar Davis (above) who went missing in 2004 was found in the booth of his mother’s car earlier this month in Virginia.
The remains were found in the trunk of 44 year old Tonya Slaton during a traffic stop on June 6th. She has now been charged her with concealment of a dead body.
The Virginia State Police held a press conference yesterday to share more details in the case and revealed that the office of the Medical Examiner confirmed the remains found are those of the woman’s biological son, Quincy.
“The last record of him is from 2004 when he was 12-years-old and a seventh grader at Virginia Beach Middle School. It’s incomprehensible that we have nothing else at this point for 11 years that’s why we’re asking the public if they have anything if they can tell us,” said Sgt. Stephan Vick with Virginia State Police.
Investigators also revealed that Slaton was in jail for two felony convictions from 2008 to 2010. It’s unknown what happened to Davis during that time.
“There are several family members, including another son, being interviewed right now. Investigators are speaking with other individuals involved, but as far as going into that, that’s part of the investigation,” Sgt Vick said
He also said a missing persons case was never filed.

Senate: Saraki, Lawan groups’ rift deepens
The crisis within the ruling All Progressives Congress took a new turn on Sunday with the Senator Ahmad Lawan group in the Senate accusing the Bukola Saraki group of plotting to make President Muhammadu Buhari’s administration fail.
“The election of a Peoples Democratic Party senator as deputy senate president is evidently a grand conspiracy to sabotage the Buhari government,” spokesperson for the pro – Lawan group, Senator Kabiru Marafa, said in an interview with one of our correspondents in Abuja.
Marafa argued that the inauguration of the 8th Senate and subsequent election of the Senate President, Bukola Saraki, with 57 senators in attendance was an indication that the perpetrators of the act actively involved the management of the federal parliament.
While the APC had endorsed Lawan as its candidate for the senate presidency, Saraki defied the party and manoeuvred his way to clinch the post.
The senate president had teamed up with senators of his former party, the PDP, to assume power in an alliance that saw Ike Ekweremadu of the PDP becoming the deputy senate president.
Ekweremadu had defeated Ali Ndume of the APC by 54 votes to 22 votes.
Lawan loyalists in the Senate, under the Senate Unity Forum, said on Sunday that the election of Ekweremadu was a grand conspiracy to sabotage Buhari’s administration through the legislature. The Saraki supporters style themselves Like Minds Senators.
Both Lawan and Saraki groups had on Friday disagreed on how the principal officers of the Senate should be chosen.
While the Lawan group aligned with the position of the APC leaders that the party should choose the officers, the Saraki group insisted that the Senate officers should be picked at zonal levels.
The spokesman for the Lawan group also demanded the prosecution of the National Assembly Management for allegedly contributing to the plot.
Marafa said, “We are convinced that there is a general conspiracy in this country to sabotage the APC government, particularly the administration of President Muhammadu Buhari. For God sake, why should Senator Bukola Saraki be declared as senate president with 57 votes while 51 other senators were disenfranchised.
“The management of the National Assembly knew that 109 Senators were being expected on the day of inauguration. Why did they not wait for the others to arrive before rushing to conduct election?”
Marafa argued that no opposition senator made any attempt to seek election into the majority position when the PDP had the majority in the senate in 2011, asking, “Why should somebody do it now? Is it because Muhammadu Buhari from the North is the President?”
He added, “People are asking why we did not go to court to challenge Ekweremadu’s election. Why should we bother ourselves to go to court when there is already a grand conspiracy to frustrate all our moves?
“The conspirators had hijacked the media and are using them to complicate issues even in the court of public opinion. Why should we go to court?
“The Senate standing rule that was reviewed overnight is another pointer to the fact that the inauguration of the Senate on June 9 and the election of Saraki/Ekweremadu was part of the planned conspiracy.
“That is a criminal conspiracy. Our standing rules were changed. Who changed them? Why were they changed? For what purpose and who ordered the change? Who brought ballot boxes inside the chamber on June 9?
“Those who brought in the ballot boxes were obviously privy to the grand conspiracy. The rule of division was adopted in 2011 when David Mark contested election. People’s names were being called and each person would stand up and say who they want to vote for.
“But on June 9, boxes were brought into the chamber. Who brought them? Who changed our rule? President Buhari should prosecute the perpetrators of the criminal act because that was corruption”
However, a member of the Like Minds Senators, Rafiu Ibrahim,on Sunday denied allegations of conspiracy against the government of President Buhari with the election of Ekweremadu.
He said, “We (Pro- Saraki group) campaigned across the party lines because some APC senators already had their candidate.
“However, when members of the Senate Unity Forum were not around in the chamber to vote, the PDP seized the opportunity to contest and Ekweremadu, being a two-term senate president, used his goodwill among the senators to score 54 votes across the APC and the PDP.
“There was no case of conspiracy; there was no form of pact. In fact members of the Senate Unity Forum should be held responsible for the emergence of Ekweremadu as deputy senate president.
“If they had not absconded on the day of inauguration, an APC senator would have emerged just like what happened in the House of Representatives.
“It is not correct to say that the election of Ekweremadu was part of a design to make President Buhari’s administration to fail. Rather, the Saraki leadership in the Senate would ensure the success of President Buhari’s programmes and policies and he had started work on it already.”
Meanwhile, there were insinuations on Sunday that Buhari was angry with Saraki over Ekweremadu’s emergence as his deputy.
“Buhari has not spoken with Saraki since the incident happened on June 9 and he had rebuffed all attempts to contact him. Don’t forget that the senate president also had issues with the Vice – President, Yemi Osinbajo, for using a derogatory language on him”
But Ibrahim denied the insinuations, which he described it as a rumour.
He said, “It is not correct to say that the President was avoiding Saraki. The senate president flew to Ilorin on Friday with the presidential jet. If Buhari is angry with him, will he release the jet in the Presidential fleet?
“There is no crisis between the President and the senate president. As a matter of fact, Senator Saraki has since settled down and has started working.”
In the House of Representatives, there were indications that the former Majority Leader, Femi Gbajabiamila, will keep the same post in the House.
The APC is insisting that Gbajabiamila, the party’s choice for the House speakership but who lost to Yakubu Dogara, should be made the Majority Leader, The PUNCH learnt in Abuja.
The House will resume sitting on Tuesday (tomorrow) after members took a two-week recess after inauguration on June 9.
The party also reportedly gave the South-South the position of Deputy House Leader.
Findings indicated that the national leadership of the party took the decisions at its meeting held in Abuja last week.
Checks by our correspondents revealed that a move by the APC to anoint Gbajabiamila as the Majority Leader of the House a few days after he lost the speakership contest was opposed by North-West lawmakers.
The zone had already positioned a lawmaker from Kano State, Mr. Alhassan Ado-Doguwa, for the position.
“Besides the opposition from the North-West members, there was also the feeling within the Dogara camp that having Gbajabiamia as the Majority Leader could place the speaker under much pressure.
“But, we have gone beyond that stage now. The party has taken a decision that Gbajabiamila should be the majority leader. It has also been decided that Mr. Pally Iriase should be the deputy House leader,” a National Assembly official told one of our correspondents on Sunday.
Iriase, an APC lawmaker from Edo State, had also made a bid for the speakership, but later dropped out of the race to support Gbajabiamila.
A second source claimed that it was Ado-Doguwa and not Iriase that the party agreed to be Gbajabiamila’s deputy.
“That is exactly what the party is proposing (Gbajabiamila/Ado-Doguwa); all things being equal.
“I guess by Thursday, Friday this week, everything would have been spelt out,” the second source stated.

The young lady who is popular for the bad name-thief, decided to steal from her boss, the lady who teaches her makeup, who just stocked her shop with iphones, laptops and other gadgets she newly brought into the country. At the close of day, everybody went home, but Yetunde came back later at
night with a master key. She gained entrance into the store and took away some iphones, ipads and laptops before someone spotted her. She was accosted and later arrested but as usual, she blamed it on the devil and the strange voice she usually hears.
The shop owner who was called later rushed to the scene, called in the police who whisked her away. But two days after, Yetunde was released which made the lady upset. She then called in another set of police men who have now re-arrested her. She’s in custody waiting to be charged to court.

Her sister, Bose Akilapa who is so upset about her sister’s dilemma, said their mother is behind Yetunde’s misfortune because she once cursed her. Angry Bose is said to have gone to call her mother names asking her to reverse the curse and in-between the argument she tore her mother’s clothes. We pray God takes away whatever it is from her. Yetunde only recently bought a Toyota Matrix car.

BREAKING: Buhari orders dismantling of military checkpoints nationwide
President Muhammadu Buhari has directed that all military checkpoints across Nigeria be dismantled immediately, the News Agency of Nigeria quoted the Permanent Secretary, Ministry of Defence, Aliyu Ismail, as saying.
Details of the directive is still being awaited, and it is unclear whether checkpoints in states in the North-east, set up in the wake of the Boko Haram insurgency, would also be removed.
Military checkpoints multiplied across Nigeria after the insurgency intensified, causing terrible traffic snarls and subjecting commuters to untold hardship.
However, security experts repeatedly argued that it was better for Nigerians to bear the inconveniences caused by military checkpoints than allow Boko Haram insurgents a free passages to targets in cities.

Man puts pepper into lover’s vagi*a
A 34-year-old man, Solomon Ajisafe, has been arrested by the police for allegedly torturing his girlfriend, Tope Amuda, in the Igbo Olomu, Ikorodu West area of Lagos State.
PUNCH Metro learnt that Solomon, together with his mother, a leader in the Oodua People’s Congress, and some hoodlums flogged Amuda with canes and inserted pepper into her private part for alleged adultery…Read below for details:
Our correspondents were told that afterwards, she was taken round the community, before ground pepper was allegedly inserted in her private parts.
The incident happened last Sunday at about 7pm on Aminu Toyin Street.
A resident, who identified herself only as Adunni, told PUNCH Metro that attempts made by neighbours to stop the torture was rebuffed by the OPC.
Adunni said Amuda, a 25-year-old Osun State indigene, lost her mind due to the trauma she suffered.
She said, “They did not allow anybody to rescue her. They made jest of her for hours as they took her round the community. I saw her; she was speaking to herself and was incoherent. That was when I discovered that she had lost her mind.”
The General Secretary, Igbo Olomu Community Development Association, and Coordinator, Women Arise Initiative in the area, Adebayo Obatungbase, said she reported the matter at the Igbo Olomu Police Division.
She said the community was planning to send away Solomon’s mother, whose name was given simply as Mrs. Ajisafe, from the community.
She said, “The suspect’s mother calls herself a prophetess, but she is also a member of the OPC. We have decided to send her away from this community.”
The Chairman, Igbo Olomu CDA, Michael Adekoya, described the incident as “sheer acts of wickedness.”
He said, “The police are trying, but we need special attention from the government. This community has turned to something else. Why would a normal human being insert pepper in a woman’s private parts?”
However, Solomon told our correspondents that he only slapped his girlfriend, adding that they had been dating for the past four years without anything to show for the relationship.
He said, “I am a hardworking man and I had a son before I met her. We have dated for four years and during that period; there was no child between us. She has been a thorn in my flesh because she always made trouble with my family.
“She later fought with my mother and because of that, she decided to pack out of the house. Nine months later, she returned and said she was three months pregnant for me. That was when I beat her. I confessed to the police that I beat her up, but it was only a slap which made her eye to swell.”
Solomon’s sister-in-law, Ayomide Ajayi, a nursing mother, who was equally arrested, told PUNCH Metro she was innocent.
Ajayi, 27, said, “I don’t know anything about the allegation. You can ask her.”
But the victim, Amuda, insisted that Solomon and his family members tortured her.
Amuda, who spoke in Yoruba, said, “He and his family members used bottle to insert pepper into my private parts. I am done with this relationship. Let everybody go their separate ways.”
A police source told one of our correspondents it was possible Amuda was also flogged with a charm.
The source said, “When we picked her from the general hospital, she could barely walk. They really dealt with her and she has been giving us some useful information on their occult operation.”
Our correspondents learnt that the Office of the Public Defender had equally shown interest, leading to the arraignment of Solomon and Ayomide before an Ikorodu Magistrate’s Court on three counts of assault.
The charges read in part, “That you, Solomon Ajisafe, Ayomide Ajayi and others now at large, on June 14, 2015, at about 7pm on Aminu Toyin Street, Igbo-Olomu, Lagos, in the Ikorodu Magisterial District, did assault one Opeyemi Amuda by beating her with cane all over her body; that you indecently and unlawfully assault her by inserting pepper and a bottle inside her vagina, which caused her bodily harm.”
The defendants pleaded not guilty.
The magistrate ordered that they be remanded in custody, adding that the case file be forwarded to the Directorate of Public Prosecutions, for legal advice.
While adjourning the case till July 15, 2015, the magistrate asked the police to take the victim to a rehabilitation centre.
Jonathan’s last-minute appointments tear civil service apart
The crisis in the federal civil service appeared to have worsened with career civil servants protesting against the absorption of 530 aides and cronies of former President Goodluck Jonathan into the civil service in the last days of the past administration.The new recruits into the service were also said to have been installed in high positions, from assistant directors upward.
Already, six deputy directors in the federal civil service are in court to protest against the manner the last promotion examination to directors’ level was handled by the Federal Civil Service Commission.
The FCSC released the list of newly-promoted directors in October 2014.
The six aggrieved deputy directors - Dr. John Magbadelo, Mrs. Ada Ihechukwu Madubuike, Mrs. Ganiat Ayodele, Mr. Olusegun Oginni, Mrs. Janet Ayorinde and Mr. Otajele Musa - filed an action at the National Industrial Court on March 26, 2015 to question the exercise.
Most senior civil servants are said to be unhappy with the FCSC, a situation which is said to have been made worse by the Jonathan recruits into the service.
Sources told The PUNCH in Abuja on Sunday that between the time Jonathan lost the presidential election of April 11 and the May 29 handover date, 530 persons from different backgrounds had their appointments into the civil service regularised.
A director in one of the sensitive ministries told our correspondent that the FCSC, through ‘‘crafty schemes’’, brought into the civil service “numerous aides of the former President Jonathan, Vice President Namadi Sambo and ministers.
The director, who asked not to be named, said, “These new recruits are placed on very high grades as assistant directors, deputy directors, and directors.
It was gathered from a reliable source that their appointments were made through a “regularisation window’’, which the FCSC backdated to December, 2014.
“Through regularisation, fresh graduate appointees were placed on Grade Level 12 instead of Grade Level 08, while some others were upgraded to very high levels in defiance of extant rules. We now have letters of regularisation flying around the ministries.
“No fewer than 530 people are being regularised into the service from different backgrounds, including unscheduled private enterprises. These atrocities are responsible for the depletion of vacancies, which ought to be utilised for the promotion of deserving serving officers in the federal civil service.”
Another aggrieved director in one of the parastatals under the Presidency said that the FCSC had, in the last six years, been under serious pressure by ranking politicians, who insisted on giving jobs in the civil service as rewards to their cronies.
The director cited the case of one political appointee, who was allegedly moved from Grade Level 09 to Grade level 16, and subsequently moved three months after to the post of director on Salary Grade Level 17.
He said this was just one of the many recent irregularities perpetrated by the FCSC, “while the chairman of the FCSC, Deaconess Joan Ayo, keeps saying that lack of vacancy was responsible for the non-promotion of most deputy directors who passed last year’s promotion examination.”
“Just anybody with the right connection or big purse can be promoted or transferred to the post of a director in the civil service today. These transfers are being done in violation of the extant public service rules, which the FCSC published and circulated to all government offices,” the official alleged.
Many of the directors, who spoke to our correspondent on the alleged rot in the civil service, called for the review of both the promotion exercise and “illegal” recruitment into the high cadre in the government offices.
But the FCSC has denied the allegation, saying it never recruited illegally into the civil service.
The Assistant Director of Press, FCSC, Dr. Joel Oruche, said the allegations of illegal recruitment for political reasons were all lies.
Oruche said, “At no time did the commission employ aides of former President, Vice President, ministers or any key political figure in the Jonathan’s government, either as a parting gift or in compliance with a directive from the above-mentioned political figures.
“The FCSC, in the discharge of its mandate, has put in place, internal checks and balances in the process of appointments and promotion. This guarantees transparent process that checkmates activities and antics of fraudsters, who are in the business of issuing fake appointment letters.
“For the avoidance of doubts, FCSC begins appointments only when the Office of the Head of Civil Service of the Federation has forwarded vacancies to it. These declared vacancies are shared among the 36 states of the federation and the FCT. Appointments into the vacant positions are processed by honourable commissioners representing respective states.
“After processing the appointments by commissioners, all appointment letters are checked and signed by the director in charge of recruitment and appointment while the Office of the Permanent Secretary puts the commission’s seal on the letters.”
However, the Secretary-General of the Association of Senior Civil Servants of Nigeria, Mr. Alade Lawal, confirmed that there had been rampant cases of illegal recruitment into the civil service.
Lawal said the FCSC had bastardised the recruitment process into the service on the spurious ground that it was acting on directive from the Presidency to grant waiver to some states.
He said, “But the commission cannot hide under a Presidential waiver to recruit incompetent and unqualified persons into the federal public service and impose them as seniors on those with higher qualifications, experience and competence. We have never had it so bad.
“One of the negative results of this ill-advised policy is that directors, who have served the country meritoriously for decades, cannot rise to the peak of their careers as all manner of persons are recruited into the service to take over top positions, including that of permanent secretaries and general managers.”
The ASCSN secretary lamented that graduates with eight years post-qualification experience were being drafted into the public service on grade level 16 or 17 because they have connections with top politicians.
“These illegal recruits are then made permanent secretaries after about two or three years. This is very unfortunate as it demoralises dedicated officers who no longer see any future in the service. The ASCSN has engaged the FCSC on the vexed issue and all indications point to the fact that the recruitments were deliberately made,” Lawal stated.
He also called on President Muhammadu Buhari to take urgent steps to ensure that the FCSC abide by the public service rules, establishments circulars, scheme of service, and its guidelines on appointment, promotion and discipline in respect of recruitment into the public service.
“If urgent step is not taken to reverse this trend of illegal recruitment into the public service, the system may collapse and the government will not be able to effect the type of change it wants in the polity since the public service is the engine room that oils the wheels of government.”

The ever youth friendly Governor of Anambra State, Chief Willie Obiano on Friday 18th of June through the office of the Special Adviser to the governor on Youth Mobilization and Empowerment ably held by Dr. Onyeka Ibezim, inaugurated a high powered technical committee encompassing youth leaders and major stakeholders in youth affairs in Anambra State with a task to device a viable empowerment road map and platforms for the youths of Anambra State. The forum is independent and superior to whatever youth forum that hitherto exist in the state and is at will to work with youth organizations that are well structured in the state.
The forum elected immediate past state chairman of National Youth Council of Nogeria (NYCN) Ananbra State, Senior Comrade Nwabufo Nwankwo as it's substantive Chairman.
Hon. Onyeka Ibezim, who represented the Governor as well the pioneer of the forum encouraged the members of the forum to selflessly work towards uplifting the living standard of Anambra youths and advise the government of the day on how best to tackle issues relating to the youths of the state. He stressed the importance of the forum to the governor which necessitated the rigorous process of choosing its members to ensure that men of good repute and outstanding policy making skills are chosen to drive home the purpose of setting up the group.

Rivers Governor, Wike, sets up committee to probe Amaechi
Governor Nyesom Wike of Rivers State has inaugurated a judicial panel to investigate the administration of his predecessor, Chibuike Amaechi.
The panel was inaugurated Friday in Port Harcourt, the state capital.
Mr. Wike, a former member of the Amaechi administration who later fell out with his boss, has accused Mr. Amaechi and other officials of that government of stealing properties belonging to the government.
He has vowed to recover them.
Mr. Amaechi denies the allegation, and says the governor’s mission is to tarnish his image.
On Thursday, state agents said they recovered a vehicle belonging to the government from a former Commissioner for Information, Ibim Semenitari.
Mr. Semenitari claims ownership of the vehicle. She said the car was allocated to her as part of the government’s monetization policy.
Nigerian Army reacts to Amnesty International’s indicting report

The media has been inundated with reports of Amnesty International's allegations of gross human rights abuse and extra judicial killing of civilians against the Nigerian military for the past few days. Amnesty International's report was released on 3 June 2015.
Therefore, the Nigerian Military as a responsible corporate organization is bound to respond to these allegations in order to put the records in proper perspective.
For the avoidance of doubts, the Amnesty International's allegations of human rights abuse and extra judicial killing of civilians are a rehash of the same allegations made against the military since 2011.
No new facts have been unearthed by Amnesty International to warrant their repeated allegations. However, the figures adduced by Amnesty International as victims of extra judicial killing by the military have kept on increasing from 4,600 to 8,000 and even as high as 13,000 civilians.
The military has the constitutional and moral responsibility to protect Nigerian citizens and cannot suddenly engage in mass murder as portrayed by Amnesty International's allegations. It will be recalled that upon the written request from Amnesty International to the military to comment on the allegations, the military promptly commenced investigations into the allegations. Consequently, several investigations on these allegations are ongoing. Some investigations have turned in their preliminary reports, which have been acted upon.
Some of the investigations could not be concluded due to the inaccessibility of the terrain due to the activities of Boko Haram terrorists. Similarly the Defence Headquarters set up 2 Joint Investigation Teams (JIT) to investigate, screen and categorize suspected insurgents in detention. Out of the 504 suspects screened prima facie cases was established against 350 suspects and were recommended for trial in the Federal High Court, their case files were forwarded to the office of the attorney-general and ministry of justice.
Additionally, Code of Conduct for troops in the North East and other Internal Operations and Rules of Engagement clearly spelt out guidelines for troops. Therefore the Nigerian Military does not in any way condone indiscipline or breach of such regulations, let alone wanton killing or destruction. The Nigerian Military collaborate with the International Committee of the Red Cross on training of personnel on laws of armed conflict and humanitarian law regularly.
The preliminary investigation reports submitted have resulted in the release of some under aged detainees, women and children from some military holding facilities. Sequel to the report of the investigation panel, 42 detainees were handed over to Borno state government on Thursday 6th November, 2014 and another set of 124 persons were also handed over to the state Government on 8th November, 2014 respectively. You may recall that the released persons were assisted with a token financial assistant of N100,000.00 each by the military.
The living condition of the detainees was improved upon with the decongestion of holding facilities. The Nigerian Senate and the National Human Rights Commission have also conducted independent investigations on allegations of human rights violation against the Nigerian Military. It is worthy to note that Human Rights Watch on some occasions had to recant its allegations of human rights abuses by the Nigerian military after thorough investigations.
The military requested Amnesty International to provide a member for the investigation panel to look into the allegations but the invitation was not honored by Amnesty International. The essence of offering Amnesty International membership of the investigation panel was to guarantee fairness and justice while proving to the world that the military has nothing to hide or cover up. The office of Attorney General of the Federation was also carried along in all the investigations.
The military is still conducting investigations on Amnesty InternationInternational's allegations. In the course of forensic investigations, the withdrawal of troops from the frontline for investigation tends to dampen the morale of soldiers and distract ongoing operations against insurgents. This is one reason why the understanding of Amnesty International would be worth the while. Amnesty International wrote a 5 Point questionnaire to the Nigerian Military in November 2014 alleged extra judicial killing of some group of people by the military.
The Military responded to the 5 point questionnaire immediately and in December, precisely 23 December, 2014. Amnesty International sent another 37 point questionnaire to the Nigerian Military which was answered, e-mail and hard copy was delivered to Amnesty International Headquarters in London on 23 December, 2014. If the military had anything to hide it would not have responded to the 37 questions and others especially in the light of the constraints of timing.
The Nigerian Military has also allowed the International Committee of the Red Cross (ICRC) to visit the detainees and other location at the shortest notice without hindrance and even talk to the detainees and locals. Certainly if the Nigerian Military has or had any reason to hide anything it could not have allowed International Committee of the Red Cross access to its facilities and operational area. I appeal to Amnesty International to be patient to see the outcome of the investigation.
While it took Amnesty International from 2011 – 2015 to chronicle their allegations, they want the Nigerian Military to investigate and report immediately. The investigation is on-going, Nigerians and the world at large will certainly be informed of the outcome at the end of the investigation. For the avoidance of doubt, the Nigerian Military has zero tolerance for Human Rights abuses, extra judicial killings and acts perceived to be war crimes.
The Nigerian military is a conventional and professional military that is driven by international standards and best practices. Indeed, the Nigerian military is open to genuine criticisms and allegations but it requires time and patience to report back. It is in this spirit that Amnesty International and any other interested party are encouraged to exercise necessary restraint and patience while awaiting the outcome of ongoing investigations.

Story of the African king with 100 wives (Photos)
Abumbi II, the 11th fon, or king, of Bafut, Cameroon, has close to 100 wives. They weren’t all his to start with. According to local tradition, when a fon dies, his successor inherits all his wives and then marries his own queens. He inherited 72 of the women from his late father. He has also taken on over 500 children from all of his wives.
“The queens have a great role to play in the fondom,” notes Prince Nickson, also of Bafut, noting that it is up to these women behind the man to shape him in his kingly role.

“Behind every successful man must be a very successful, staunch woman,” says Abumbi’s third wife, Queen Constance.
“Our tradition has it that when you are king, the elderly wives remain to hand down the tradition to the younger wives, and also to teach the king the tradition because the king had been a prince, not a king.”
Despite the fact that polygamy is legal in Cameroon, the data shows that there are far fewer polygamous marriages across the African continent. The practice is being challenged by changing values, the spread of the Christian faith, the growing appeal of the western way of life but also the rising costs of having large families. It is against this backdrop that Cameroon’s traditional rulers must walk the fine line between two often conflicting cultures.
“During colonialism other values came in, of governance, different from the traditional values we had and therefore there is this constant conflict between the traditional values and modern western values,” admits Fon Abumbi II, who has ruled Bafut, the largest fondom in the region, for 47 years.
“My role is to blend them, to find the way forward so my subjects can enjoy the fruits of development and modernity without destroying their culture. Without a culture, you are not a human being, you are an animal. And therefore the chieftaincy institution is the guarantor of our culture.”
“I understand that we might be quick to judge the lifestyle of the kings, but just like in the United Kingdom, African kingdoms and kings are bound to a rich culture and history. (Practices) like inheritance of all your father’s wives is nothing but a moral obligation.”
On meeting the queens of Fon Ndofua Zofia II of Babungo — one of Cameroon’s youngest traditional rulers — Methu CNN correspondent said:
“All his young wives, forced on him by tradition, spoke fluent English in a French-speaking region and were great marketers.”

It is this seeming contradiction that makes life in the fondom fascinating and confusing. Are they stuck in the past or keeping pace with the present? Fon Zofoa III doesn’t think you have to choose. He may have “inherited” 72 wives and more than 500 children after his father’s death, but he considers himself a very modern king.

EXCLUSIVE: Saraki's visit to Obasanjo, their closed-door discussion
Facts have emerged showing why Senate President Bukola Saraki led a delegation of Senators to meet former President Olusegun Obasanjo at his hilltop mansion, Abeokuta, Ogun state on Friday.
A source close to the meeting told PREMIUM TIMES that the Senate President was in Abeokuta to beg Mr. Obasanjo to reconcile him with President Muhammadu Buhari and his party, the All Progressives Congress, APC.
Mr. Saraki emerged as the president of the Senate against the decision of APC leaders. He was also elected when most Senators from the APC were at the International Conference Centre waiting to hold a meeting with Mr. Buhari to discuss the election of the Senate president and Speaker of the House of Representatives.
Our sources said Mr. Saraki lamented to Mr. Obasanjo that although the party leaders have stated that they have accepted his emergence, there was “complete communication breakdown between him, the president and the party”.
The national chairman of the APC, John Oyegun, had abruptly cancelled a scheduled meeting with Mr. Saraki last week without giving another appointment.
Likewise, we also gathered that Mr. Saraki had tried severally to meet with Mr. Buhari after his emergence, but was always denied audience.
Another source in the presidency informed us that the President was angry with Mr. Saraki and the management of the national assembly for going ahead with their election despite adequate knowledge of an invitation for a meeting with Mr. Saraki and his colleagues.
“The president considered it as a mark of disrespect for his office for Saraki to ignore an invitation to meet with him and his colleagues,” our source said.
In his response to the Senate President’s lamentation, Mr. Obasanjo reportedly promised to do his best to “ensure communication between all parties”.
However, the spokesperson for the president, Garba Shehu, said the Senate president has never sought a meeting meeting with Mr. Buhari since his election.
“I am not aware of any request for a meeting, the president would have seen him, he represents a key institution in our democracy,” he said.
Calls to Mr. Saraki and his aide, Bamikole Omishore, were not answered.
Our source said the former president, in his usual jocular self, also joked with the delegation, saying “ you children of nowadays only run to elders when you have finished making the damage”.
Mr. Saraki and his entourage laughed.
A presidency official told PREMIUM TIMES President Buhari was aware of the the senate president’s visit to Mr. Obasanjo’s home.
The official said Messrs Buhari and Obasanjo are constantly in touch and regularly have telephone conversations.
The official said in one of their recent conversations, Mr. Obasanjo informed Mr. Buhari that Mr. Saraki was leading a delegation of Senators to his Abeokuta home.
“I overheard President Buhari laughing and saying to Mr. Obasanjo, “you have to see them, are they not all your boys?”, our presidency source said.
Among Mr. Saraki’s delegation include former governor of Gombe state, Danjuma Goje, Senator Andy Uba, former Zamfara governor, Ahmed Sani, and former Osun governor, Olagunsoye Oyinlola.
Mr. Saraki and most members of his delegation are largely Mr. Obasanjo’s “boys”, a term loosely used in describing the former president’s staunch loyalists.
Fraudster Duped Girl of N14,000 inside a Bank on Wednesday (PHOTO)
A fraudster on Wednesday allegedly duped a young lady of N14,000 at the Guaranty Trust Bank, GTB, Allen Avenue branch, Ikeja, in Lagos. The young lady, who identified herself simply as Ruqayat, was seen crying inside the banking hall and attracted attention from officials and customers. According to Rukayat, a man dressed in a corporate outfit approached her while on a queue, along other depositor and claimed to be an official of the bank and demanded if I had a bank verification number, to which I answered no. He collected the money for ease of the transaction and gave me a verification form to fill”, Rukayat explained.
While she moved away to fill the form, Rukayat said, the man went to the counter and was seen talking to a teller. By the time Rukayat was done, the pretending bank official had gone. Rukayat, who works with a IPhone 6 retail shop at Balogun street, also in Ikeja, burst into tears.
“The money belongs to my boss. I have just been employed two weeks ago and I don’t know where to get a refund for her,” she said sobbingly.
Many bank customers were in disbelief about Rukayat’s story, while a bank security guard reportedly ordered her out of the hall. Rukayat said.
Outside the banking hall, few Bureau de Change operators sympathized with Rukayat. A middle aged Hausa-speaking man, Ibrahim Hamisu told Nigeria Newsbreak a similar incident had happened previously in the bank and the fraudster arrested. The previous fraudster, Hamisu said, acted as though he were a bank official and elected to help two girls who had come to open accounts with the task.
‘He (fraudster) collected two laptops from the two girls and gave them forms to fill. They were able to discover who he was through the CCTV, when the ladies raised an alarm.
The bank was thoroughly searched, but the fraudster had fled by then,” Hamisu said.
Woman hands 14-year-old to rapist, collects money
A 25-year-old woman, Nnena Okoro, has been arrested by the police after she reportedly lured a 14-year-old girl, Faith (pseudonym) to a hotel, where a man raped her…..Read more details below:
Okoro lives in Sumoratu Estate, off Ojo Road, Lagos State, where the victim resides. She was said to have been Faith’s confidant.
PUNCH Metro gathered that on the noon of May 16, when the girl’s aunt, with whom she lives, was not around, Okoro approached her and requested that she accompanied her to the Barracks area to buy mangoes.
It was learnt that Okoro rejected the mangoes available in the area and went to Wowo, a nearby street, where the hotel was located.
Our correspondent was told that Okoro, who had allegedly collected an undisclosed amount from the fleeing rapist, lured Faith into a room in the hotel and shut the door.
Faith said her mouth was covered, as Nnena aided the man to rape her.
She said, “Aunty Nnena (Okoro) said I should follow her to buy mangoes in Barracks Lane. She did not like the mangoes they had there and she said we should go to Ojo Road. We went to a hotel and met a man, who she called her friend. Aunty Nnena told me to enter a room. Suddenly, both of them dragged me to the bed. Nnena held my hand and covered my mouth with a cloth. The man pulled off my trousers and raped me. He left the hotel immediately he finished doing it and said he had paid Aunty Nnena.”
“I went outside crying. It was one woman around the area that helped to clean the blood coming out from my private parts when she saw me. She later took me to the Layeni Police Station.”
In her statement to the police, Okoro, who hails from Abia State, confessed to taking the girl to the hotel. She denied coercing the victim into the act and claimed that she had never met the man prior to the incident.
She said, “Faith is my friend. On the fateful day, we both went to buy mangoes on Ojo Road. On getting to a hotel at Tolu, one man called her. They both discussed and the man paid N500 to the hotel attendant and they entered the room. I later left them inside the room to ease myself. It was when I came back that she told me that she was raped. I did not know that she was a virgin. We have never discussed anything like that before. Her pants were stained with blood. I have never seen the man before that day, but I can recognise him if I see him again.”
PUNCH Metro learnt that Okoro had been arraigned before an Apapa Magistrate’s Court on two counts bordering on the crime, while the police said they had launched a manhunt for the suspect.
The charges read, “That you, Nnena Okoro, and one other male, now at large, on May 16, 2015, at about 3.20pm, at Graziela Hotel on Wowo Street, Tolu, Ajegunle, in the Lagos Magisterial District, did conspire to commit felony to wit; defilement, and thereby committed an offence punishable under Section 409 of the Criminal Law of Lagos State of Nigeria, 2011.
“That you, Nnena Okoro, on the same date, time and place in the aforementioned magisterial district, did hold the hands of 14-year-old Faith to the bed and allowed one other man at large to have unlawful carnal knowledge of her, and thereby committed an offence punishable under Section 137 of the Criminal Law of Lagos State of Nigeria, 2011.”
The accused pleaded not guilty.
A police prosecutor, ASP Olusoji Ojaokomo, said a medical test conducted on the girl revealed that her hymen had been ruptured.
The defendant’s counsel pleaded with the court to grant bail to his client.
The presiding magistrate, Mr. P. A. Adekomaya, admitted her to bail in the sum of N100,000. He adjourned the case till June 22, 2015.

THE DISMEMBERED BODY OF 21 YEAR OLD MISS MORENIKEJI OWOLABI HAS BEEN FOUND IN OGUN STATE ,5 ARRESTED
The dismembered body of a female student of a polytechnic in Ogun State, Miss Morenikeji Owolabi, has been discovered by policemen. She was a science laboratory undergraduate of the institution.
The 21-year-old victim, who hailed from Ekiti State, but lived in Isara, was said to have been lured to the shrine by a herbalist, Femi Awise, who is currently on the run.
Awise who was said to be a native of Isara, lives in the Jabata area of the rustic town.
However, five suspects have been arrested in connection with the murder. The suspects are an okada rider who conveyed Owolabi to the shrine, Adeyemi Ademolu; an apprentice to Awise, Omolaso Taiwo; Lateef Ali, Akinyemi Dare and Sokoya Wasiu.
The state Commissioner of Police, Mr. Valentine Ntomchukwu, who led journalists to the shrine, said investigation had commenced to unravel the circumstances which led to Morenikeji’s murder and the motive behind it.
The shrine, made with weather-beaten corrugated iron sheets, contained a large number of fetish objects. An armchair, covered with cloth, was placed at a strategic spot inside the shrine. It was flanked by other plastic chairs. There were also bottles of palm oil and other liquid littering the floor.
There was also an iron pot filled with what was said to be cooked flesh of the victim, from which an offensive odour was coming from. The decomposing legs of the victim, dug out of a shallow grave, were also recovered.
However, the head of the victim and other vital parts like breasts, hands, and vagina among others were not found. But something that was said to be her liver could be seen being roasted outside the shrine.
The police said Awise perpetrated his “evil deeds” under the guise of being a herbalist and a farmer. A maize farm was found around the shrine.
During the CP’s visit to the scene, residents of Isara, Eposo and Ode Remo thronged the shrine to catch a glimpse of it.
The local government chairman, Femi Soyemi, expressed shock at the discovery.
He said, “I am shocked because I never expect that this kind of horrible and brutal acivity exists here.”
Ntomchukwu said the shrine was discovered through discreet investigation by his men.
He said, “We were able to locate the shrine through a discreet investigation by our men. We were able to track the okada rider that took the victim on his motorcycle to the shrine.
“Five suspects have been arrested and investigation has commenced, we will leave no stone unturned to get other fleeing suspects.
“I am appealing to parents that it is not only enough to send their children to school, they must do a follow-up on them.”
The victim was declared missing since Saturday, June 7. It was those who saw her on the day she was being taken to the shrine by the okada rider that alerted the police, which led to the arrest and the discovery of the shrine.
Girl Arrested After She Mistakenly Posted a Selfie of a Dog Having Sex With Her (Photo)
A teenage woman has reportedly admitted taking selfies as she had sex with a dog in her grandma’s house. Ashley Miller is said to have told police how she coaxed her pet dog, a pit bull called 2-face, into licking her vagina between 30 and 40 times over the past five years. Officers have also indicated that she admitted to making her previous dog, a pit bull-Rottweiler cross named Scarface, perform oral sex on her.
Miller, from Bradenton, Florida, has been charged with two counts of sexual activities involving animals after police discovered the vile images on her mobile phone. According to documents obtained by the Smoking Gun, she told officers that 2-face lives at her grandma’s house, also in Bradenton, a city in Manatee County. Whenever she wanted to have sex with the dog, she would lock herself in a bedroom, take off her underwear and beckon the dog over, reports the New York Daily News. She described how the pooch would “put her snout into her vagina on her own”, but insisted she never forced the dog into any sexual act. Miller told officers she never touched 2-face sexually. The acts always took places when one of her family members was in the house, although they had no idea about what was going on in the bedroom, Miller said. On at least two occasions, she took selfies, showing the dog licking her vagina. The ‘puppy porn’ pictures were discovered in two hidden folders on Miller’s phone, one titled “2-face fun” and another titled “Me”, police said. Miller told officers that less than 10 of the acts occurred after she turned 18 in February. A vet has indicated that 2-face showed no sign of injury when she checked her out. Miller is due to appear in court next month.
